About Tom Santelli

I am asking for your support, and your vote in my candidacy for Boone County Commissioner. In serving on the Boone County Council I work closely with Marc, Donnie, Jeff and all Boone County Government. I am committed to carry-ing forward Marc’s legacy of service as we con-tinue to improve and grow our county and eve-rything we have to offer in terms of our home rule, bridges, roads, facilities and much more.

Tom currently serves on the Boone County Council, representing District 1. He began serv-ing on the Boone County Council in 2015, hold-ing responsibility for the financial management of the county through the adoption of annual budgets and the appropriation and re-appropriation of funds. Serving on the Council’s Budget Committee the Council provides fiscal planning for the yearly budget process. Tom is the Council Liaison to the Sheriff’s department, 911 call center and operations, Superior Court 1, Superior Court II, Circuit Court, JDAI and all areas of county government working closely with the Auditors office.

In addition to serving on the Council, Tom’s service includes the Boone County’s Visitors Bureau, Sylvia’s Child Advocacy Center; Emer-gency Management Agency (EMA); Health De-partment’s “Substance Abuse (Disorder) Task Force”, and the advisory Board for Probation and Community Corrections, while working closely with the Boone County Commissioners.

Tom chairs the Wage and Salary Study Commit-tee for the county, serves with the Zionsville Community Schools in monthly meetings in-volving our Superintendent of Schools Dr Scott Robison and Chief Financial Officer Mike Shafer, along with other community leaders. As a member of the Association of Indiana Coun-ties we have worked closely with Senator Brandt Hershman, Representative Donna Schaibley, AIC and the Indiana Farm Bureau in the writing, support and passage of Senate Bill 436 - State and Local Taxation resulting in low-ered assessed value and property taxes for landowners and farmers.

  • Controlling, maintaining, and supervising county property, including courthouses, jails, and public offices;

  • Supervising construction and maintenance of roads and bridges, and to provide for traffic control;

  • Creating economic development programs to attract and retain jobs in the county;

  • Implementing policies for vacation pay, sick leave, paid holidays and other similar benefits to county employees;

  • Administering elections in conjunction with the county election board;

  • Establishing minimum housing standards;

  • Auditing and authorizing payments on behalf of the county;

  • Incorporating new towns and alter township boundary lines, on petition;

  • Receiving bids and authorizing contracts;

  • Exercising appointive powers, including both the selection of members to fill positions on boards, commissions, and committees, and appointments of certain department heads; and planning and implementing strategies for solid waste district boards.

Santelli’s background in Public and Environmental Affairs, Corporate Planning and his leading the Research, Development and Engineering for Owens-Illinois, Great Northern Nekoosa, Georgia-Pacific and Weyerhaeuser speaks to his well-respected commitment to excellence. Santelli has designed, engineered, built and managed more than four state-of-the-art research and development centers in addition to medium- and large-scale manufacturing operations.

Santelli serves on the county’s budget committee, chairs the Wage and Salary committee and serves as the budget liaison to the Sheriff, Courts, 911 Call Center and Clerk’s office in addition to having responsibilities for the Commissioner, CCD, Bond Payments and Key Bank Building budgets. Additionally, Santelli serves on the Boone County Drug Task Force, Convention and Visitors Bureau, Probation and Community Corrections Board, JDAI Juvenile Diversion and Intervention Board and other important organizations benefiting our Boone County Communities.

Santelli has met and exceeded his commitment to voters, ensuring improved court safety; improved Key Bank, Probation and Community Corrections safety; improved school safety through SROs and funding; jail safety through proper staffing and improved technology; improved public safety through staffing; training and technology advancements; improved transparency through our enhanced countywide government website; enhanced data and crime reporting; the hiring of an animal control officer; and environmental advancements, such as the geothermal HVAC and recirculating systems in the jail. In 2017, Santelli received the “Business Partner of the Year Award” from the Zionsville First Responders. “Over my term, we [county commissioners] will be focusing on expanding our jail and optimizing the facilities we own and manage,” Santelli explained. “We will continue our focus, accelerating our economic development, implementing and growing our regional transportation plans, improving roads and bridges and bringing together improved quality of life projects, including the Big 4 Trail, parks, recreation, Little League and arts and community centers for concerts and conventions.” In addition, Santelli pledged to continue his efforts on advancing public safety and health initiatives, real estate developments and technological advancements that benefit the business and residential sectors throughout the county. “We will continue advancing our public health and healthcare options within the county and the Sheriff’s operations,” he stated. “We will also continue the implementation of LEED technologies in our commercial and residential developments, automating payment systems and working to enhance resource recovery options throughout the county. As a Boone County Councilman, I have focused on building consensus, teamwork, integrity, service before self and the pursuit of excellence. And these will remain my focus as I look forward to serving our county as Commissioner.”
